    I don't think you're over reacting at all. I can't stand seeing people tie up their dogs outside. A slightly better option would be to leave them in the car but even that poses risks.     Bi Black sheltie puppy fur color change?

    My family had a Shih Tzu who was all black but when he was younger, it had that same rustic coloration of brown. As he got older, it changed to that pure black. Maybe the same will happen for your bi-black. I love that coat coloration on Shelties, by the way. My absolute favorite!
