My newest rescue is a 5 year old sheltie. He has spent his whole life on a chain. About the only thing he knows is his name. Ive been working on sit, and he is catching on pretty fast. Whats the things thing to work on?

I undertand about the rust part, but it also doe look like he has tan on him as well. He is a rescue, so not much is known about his past or his care.
