I have a year old Sheltie named Shadow and he is losing all of his top coat from the sholder to his tail any oneelse having or had this problem

Is it bald spots? Or does it look like he's just shedding his winter hair?

Treader is blowing his coat, but nothing like you described. I just have to brush him almost every day instead of once a week right now.
Then again, Treader isn't pure Sheltie.

Shadow started losing hair on his back in the late summer and now it is all of his back and tip of tail

Sounds like what happened to my Blue merle, Jewel. When she was losing hair, more than just shedding. 
I brought her to the vet. They tested her for Thyroid problems and that is what it was. They put her on meds and checked her blood about every 6 months to a year. She did well never totally regained all her fur though.

She did well never totally regained all her fur though.Thats about the time sheltie blow coat, it seem to go in sections too. Both my boys seem to shed some of the body hairs then it was belly and around the neck then it was chest hairs. Then it happen again the next year. This is why it is hard for show dogs to finish before three years old. Before three they are seldom in full coat. So unless your dog has bald areas then this is normal. also if you have a sable then the color comes in darker with each shed. This is blowing coat losing undercoat is just a regular shed. Females tend to lose coat after heat cycles and after a litter of puppies they really get naked.
