I'm going to weigh in again (pun intended!) and say that no, I would not appreciate anyone telling me that my dog was overweight unless they knew me or my dogs history. Frankly, I find it presumptious
But if you can find a way to tactfully weave into a conversation, then by all means try....But don't be judgemental. You don't know the dogs history, and you'll only can a foe in the dog park.
