Congrates on the new puppy, he's a cutie, he will be fine I am sure sounds like he just needs some time to adjust.
So cute! And I wouldn't worry too much about the not eating. When I first had Kennedy home at 10 weeks, it would take him half of the day to finish his morning food! I was thinking, 'what is wrong with this dog?' and why doesn't he like food. But then I figured out he kept getting distracted (he's still a bit of an airhead), and wanting to play with his toys. I took a while before he was eating all of his food within a 1/2 hour window. It may help to mix a little wet food in...It's hard for a dog to say no to that!

Yes, Shelties are very different than German Shepherds in my experience too.
Regardless don't you worry, you will be a GREAT mom to Lucien!
I had forgot what it was like to have a puppy and it took a little bit for me and Toffee to bond, but now there is no better dog for me!

What you are experencing sounds all to familiar to me as I just got a fabulous new male puppy three weeks ago and I had a 4 hr. drive. He cried half the way and slept the last half. He didn't eat much for about a day and a half and then he started eating like there was no tomorrow. It just takes time and patience and you will slowly learn his potty habits too.
May I suggest taking him to puppy classes? It is the best thing in the world for them and it brings them out of their shell. It is also a wonderful time to bond with your new baby. My baby, Bailey, has learned to sit, the recall command, lay on his side which is a wonderful thing for them to know how to do as it will make grooming him a breeze, the down position, how to walk on a leash, etc.
This is my 3rd sheltie family member so I was not concerned when Bailey didn't eat much right at first. Just enjoy him and congratulations on your new puppy!!!

Thanks everyone, you are all so nice! It's great knowing I can count on you for advise; I feel way more confident. I wanted to let you know we had two very successful nights: in both cases, Lucien ate, slept, woke up at about 12pm, played a bit and then slept the whole night! He did not cry at all until 6:30am (he only cried a bit during the day, but mostly to get attention). I have mostly figured out that if he starts nervously wondering in the x-pen, whimpering, it's potty time. I'm glad he is reluctant to "go" in the x-pen, even though the surface is a bit big.
My only concern at the moment is that he bites EVERYTHING, from my nose (lol) to his bed. For now, when I find him chewing on something he is not supposed to I say "NO", take that away from him and give him one of his toys, saying "this is ok!". Not much progress so far but we will get there!
He has also been eating more, but I'll ask the vet if I can mix some wet food, as some of you suggested. Tomorrow we are going to the Sheltie club in the FCA to get his papers, so he is meeting his breeder again. It seems they miss him... .
@marygirl: I'm not sure they have puppy classes here... . In fact, we don't even have handling classes. The FCA itself told me something along the lines of "go to a show and and ask a handler to teach you" :/.

Be prepared....you have months of biting ahead of you! Seriously, it's what puppies do. You are doing exactly the right thing to tell him "no" and substitute something that is OK for him to chew. Nevertheless, you can count on him chewing anything and everything especially through the teething period which lasts, it seems, forever but is really until he's about one year old or a bit longer.

Also, when he bites you (even if it doesn't really hurt), I would say "ouch!" in sort of a high pitched voice, and end the play. This what his littermates would do, and he will learn that biting that hard doesn't get him what he wants.
