Hair growth

When will sheltie's hair grow longer near the neck. Our sheltie is 6 months now and looks like his hair is not that long yet. We want to see him with long hair flowing down his neck...
 
It takes a while. My puppy is 10 months old and still has lots more hair to grow in. At 6 months, they typically are still very scrawny looking and some of them go through an awkward kinda phase. Their full coats don't come in fully until at least 2 years old or possibly older. Typically by 4 years old their coats are full. Each pup is different though.
