Is she a merle?

I don't think so. Usually, even on sables, the ears and top of the head would have some merling.
Looks like a sable to my very untrained eye. Also very cute!
Hanna is a sable merle - you can see how the dilute areas in her coat and on her face.

It's hard to tell with some sables. I'm still not sure about Dickens. He was one of seven pups with a blue merle father, and all were listed as sables, some darker than others. There ought to have been a merle or two in the mix, one would think!
While it is harder to tell with sable merle you would think at her age she would show some markings if she were merle. She looks sable to me.

Now his fur has grown out some but he still does have the mottled look to him.

For what it's worth, my opinion is she is a sable. Shay looks almost identical to my Angel, Bambi when she was a baby. She started out looking like she was going to be tan and black, but she grew into a beautiful dark red/mahogany coat. Trust me, it was stunning and if this what your Shay becomes, I don't think you will be disappointed.
