Registered doesn't mean much nowadays - too many dodgy unregulated registries around, designed for people to justify charging higher prices and sucking the buyers into thinking they are getting a dog will all the appropriate health checks and research. I think someone once posted about a teachup registry. My feeling is if you want a dog that small and fluffy get a long haired Chi or a Pom, purposely breeding runts can carry its own problems.
And that is why people need to do their research when buying a purebred dog from a breeder. Here in Canada we have pretty good laws regarding animal…where I live you need a license to even breed a dog.
I know quite a few breeders through my connections with my breeder and I know of no reputable breeders that would purposely breed a small Sheltie like that. That dog was most likely sold on a limited non breeding agreement. And when they said it was registered most likely they were referring to the CKC. Here in Canada it’s against the law to sell a dog or to even advertise it as purebred if it can’t be registered through the Canadian Kennel Club.

Wow, wish it was like that everywhere. There's at least half a dozen dodgy registries now in Australia, and we're only a small country.
 
Mindy is small and people always ask me if she’s a mini, but she’s not that small! Mindy weighs in around 14-15 pounds and is just about 14 inches.
Piper is 13 3/4”…being my first Sheltie puppy I had no idea he was smaller than normal. I recall at a dog show (Piper was entered in obedience) when I had puppy Finnie entered in conformation I overheard another breeder ask Piper’s breeder if Piper was even within the standard for size (13” minimum). To me he was the perfect size! lol to me Finnie is big even though he’s just over 16”.

I get that ALL the time, and Pico is almost 16" (and 17lbs).
Of course, they might be asking if he is a mini Collie since a lot of people don't know shelties.
And oversize Shelties are also very common (Gavin was over 18" and 34lbs)
 
A lot of people don't know shelties- especially outside the agility community. I used to get asked if mine were minature collies a lot- some people knew they where Shelities because most has had a Sheltie or knew someone who did. They really aren't all that popular a breed it seems??????

Lots of Shelties where I live (a number of breeders locally) and yet I still get mini collie and even a toy Sheltie. I try my best to educate as many as I can lol.
