Oh I see what you mean. I think she looks fine, though! Just a little more to brush through. Ally definitely has the biggest skirts of any of my shelties.

My Roxie has quite the fluffy bum too. I evened up the stragglers & trimmed a little bit. She's just another fluffy bum girl like Claire. More to love 
We give all our Shelties poop chutes w/clippers, other than that & Forrest gets his tummy shaved in hot weather, we avoid using the clippers, so easy to go overboard with them.
And yes, just like cowlicks, you can brush them nice & smooth, turn around to attend to other business then when you look again, they've exploded again!
