The idea behind this list is to give conformation judges a guideline of exaggerations that they should avoid when making their choices as judges. So, for Shelties, they need to be aware that "the smaller the better" doesn't apply to eyes.
Health issues, like cancer and shortened lifespan, are also huge issues that the KC is trying to address - but they aren't something that a conformation judge can evaluate in the ring.
