Get a super soaker and fill it with mild ammonia spray. Won't hurt the dog but they will hate it, and you have range.

Sprays and soakers may temporarily solve the problem, but it is not a permanent solution. If these unleashed dogs are attacking smaller dogs, who is to say they will not start attacking children or elderly people or people they perceive as weaker?

I would carry a billy club or strong stick. I do have one-just in case. Stick it right in the dogs face if you can, but don't play tug of war, the dog will win (gravity). I often think I could not hit a dog, but if it came to the safety of mine, or my safety, I would.

I just can't encourage someone to beat a dog with a stick, club, cane, etc. Besides having that just not sit well with me, I think that would just enourage more aggressive behavior from the dog.
Scare the dog off if you find yourself in a compromised situation, but more importantly you need to find some way to stop the dog being let loose in the first place.
If I read your post correctly, one of the dogs actually injured your dog? If so, I believe you have grounds to criminally go after the owner. Why not do that? This would force them to follow the rules, and make sure that the police have a file on the dog.

If it comes to my hand or a stick coming between an off leash aggressive dog and my dogs, what am I going to choose? We are not saying to run after the dog and beat it senseless. But protecting yourself and dogs is more important than being nice to an aggressive dog.
I guess she could always keep some slip leads in her pockets, grab the off lead dog and hike it right to the management office and cut it loose in their office. That would be fun. I would even troll the parking lot to do that.

Thanks everyone for your ideas and concerns. My problem is I am trying to figure out how I am supposed to calm my dogs who are more reactive than ever now so Chandler doesn't injure himself further,block them from the dogs getting to them, spray something or swing a stick all at the same time. It could be tough. I know a letter is going to the office and her superiors tomorrow and I think I will call a couple of lawyer friends of mine. I was going to write a few letters to the neighbors but I think talking to the lawyers first would be wiser. I've had it and since my furkids can't talk I have to talk for them and I'll be *****'d if I am going to let them get hurt or feel threatened again. Enough is enough. Mama's going to battle.
