A/C or Fan?

I live in the Philippines so the temperature is quite warm... Should I keep my sheltie with Fan or A/C? Our apartment is windy though... will it be enough?
 
I have A/C but because it is a really old unit, I don't use it. My dogs are fine with the windows open (I get a nice cross breeze). My Noah used to like the fan.
 
A fan doesn't really cool the air, and in fact, an electric fan will make the air warmer because the motor gets hot while it's in use. A fan can cool the body if it's blowing directly on exposed skin, which is fine for humans, but I suspect not so good in the case of dogs which have their skin surface covered with insulating fur. I think I'd choose the air conditioning, if it's practical.
 
If your home is comfortable for you, it will be comfortable for the dogs. My home can go from 60 to 82 and we are all quite happy. The dogs can take a bit warmer though. It is ME who likes it no warmer than 82.
