My 4.5 month old GSD looks like a poster pup for an animal cruelty show! SHe eats almost 5 cups of food plus treats and is still skinney. Vet says its normal for them to grow tall first then widen but jeesh I am tired of people asking if I feed her! 
He will gain, as long as he is not malnourished he will be fine. You do not want a "chunky" puppy. It is not good for their joints especially while their growth plates are open.
He does not sound thin by what youve written, may I ask why you think he is thin?

. Is it that our pups are so active, the food we feed them, what is it that keeps them on the thin side?
Height/weight sounds right...it puts him right in the "in size" zone on the Pow graphs for height and weight at 15 weeks.

Doesn't sound like there is any problems there. Try not to worry! Now for me; when Zoey did not gain any weight whatsoever for 3 weeks and weighed 2 lbs 10 ounces for forever (yeah, ok, not forever but for a month) THAT was cause for worry!

A puppy is just as likely to have soft/runny stools from overeating as from anything else!
