(2) color, dye, stain, or otherwise change the natural color of a chick.
 
And a mention of this section goes into all of our summer premiums, with the statement that if we feel your dog is in distress, we will call the police. We may or may not summon you to your vehicle.

§ 21-1004.1. Cats or dogs left in standing or parked vehicle.

(a) Endangering health of animal prohibited.- A person may not leave a cat or dog unattended in a standing or parked motor vehicle in a manner that endangers the health or safety of the cat or dog.

(b) Use of reasonable force to remove animal from vehicle.- Except as provided in subsection (c) of this section, a person may use reasonable force to remove from a motor vehicle a cat or dog left in the vehicle in violation of the provisions of subsection (a) of this section if the person is:

(1) A law enforcement officer;

(2) A public safety employee of the State or of a local governing body;

(3) An animal control officer under the jurisdiction of the State or a local governing body;

(4) An officer of a society or association, incorporated under the laws of this State for the prevention of cruelty to animals, authorized to make arrests under the provisions of § 10-609 of the Criminal Law Article; or

(5) A volunteer or professional of a fire and rescue service.

(c) Exceptions.- A person may not use force of any kind to remove from a motor vehicle:

(1) A dog used by the State or a local governing body for police work while the dog is on duty; or

(2) A cat or dog in the custody of an animal control officer.

(d) Liability.- A person described in subsection (b) of this section may not be held liable for any damages directly resulting from actions taken under the provisions of subsection (b) of this section.

(c) Determination of potentially dangerous dog.- An appropriate unit of a county or municipal corporation may determine that a dog is potentially dangerous if the unit:

(1) finds that the dog:

(i) has inflicted a bite on a person while on public or private real property;

(ii) when not on its owner's real property, has killed or inflicted severe injury on a domestic animal; or

(iii) has attacked without provocation; and

(2) notifies the dog owner in writing of the reasons for this determination.

(d) Prohibited.- A dog owner may not:

(1) leave a dangerous dog unattended on the owner's real property unless the dog is:

(i) confined indoors;

(ii) in a securely enclosed and locked pen; or

(iii) in another structure designed to restrain the dog; or

(2) allow a dangerous dog to leave the owner's real property unless the dog is leashed and muzzled, or is otherwise securely restrained and muzzled.

(e) Required notice.- An owner of a dangerous dog or potentially dangerous dog who sells or gives the dog to another shall notify in writing:

(1) the authority that made the determination under subsection (c) of this section, of the name and address of the new owner of the dog; and

(2) the person taking possession of the dog, of the dangerous behavior or potentially dangerous behavior of the dog.

(f) Penalty.- A person who violates this section is guilty of a misdemeanor and on conviction is subject to a fine not exceeding $2,500.

Nice research there! So unless the dog is actually attacking you and causing SEVERE harm it sounds like you can't take forces into your own hands. This situation/topic is so debatable because I can see both sides. If someone hit Hadley because she ran up to them to say hello I'd be very angry but at the same time I should have had her on a leash and prevented the whole situation. Bottom line, I wouldn't hit any dog or spray any dog unless you're actually in danger, as in it's attacking you/your dog. These are neighbors and they know where you live, I don't trust anybody. For all you know, they could leave antifreeze out near your door or something crazy. People are nuts these days.

It's probably a lot better for Canadians :) While they have crazies for sure, it seems a lot less crazy there. Sigh... Anyone wanna trade citizenship!?

LOL! I'm sure overall crime is worse here. It seems like American's have such an utter lack of respect of people/rules. Our Government proves this. I know everywhere has problems, and I'm not arguing that... but for being as advanced as we are, we need to get it together and realize we're all in this together and why not just make it easy for everyone and obey the rules.

Personally, I would take the stick to the owners and not the dog. I've got a guy that insists on playing fetch with his great big hound right outside my fence....back and forth, back and forth....when the dogs are outside. Indy goes beserk! When the dogs are inside, he just walks on by! :mad:
 
Thanks Rachael! I knew you would know the MD law.

So, it looks like the victim is always going to be the victim. This is such a tough situation, that too many of us have to deal with everyday.

Such a shame that people are so irresponsible.

I feel for you Dawn. Hopefully, things will turn out for the best and the owners of the dogs will get their act together.

Yesterday I stopped in the office and spoke with Hilary who's sister manages all property's so I knew I would get a great response because her sister and husband were here the first year the community was built and put up with no BS. I also wrote a 5 page letter last night stating all the resent issues I have had days,approx. times,names,apt,#'s etc. I explained exactly how I felt about the issues and that I wanted them addressed immediately. I dropped it off to the complex manager today and she showed me the letter she was sending the resident I had a problem with on Sunday. He will receive a $100.00 fine,a copy of his pet agreement and she has stated if his dog is seen offleash again his lease will be terminated. She finely gets how serious I am about this and is really concerned about Gypsy and Chandler. Thank God I have always had a great relationship with her and the owner of the complex. She also told me I would be happy to hear with all Gypsy's issues that she has requested all the mulch in the complex be removed and they replace it will the garden pebbles. She is not doing it special for me,she is tired of the mess from the mulch but it will be one less allergen for Gypsy to deal with. Wouldn't it be great if it turns out that is all she is allergic to?
