Good for you for e-mailing the councillor!

I would imagine that they want the gardeners to remain on good terms with the people of the neighborhood.

Whoever is in charge of setting up the gardens should know that this lady has caused trouble. Maybe there have been other incidents with her and they will decide not to let her have a plot next year. Or move her to a corner where she won't be bothered.

Wonder what she would do if a toddler walked into her space?

Seriously, several places on-line sell all kinds of nasties - mostly scientific suppliers. But you can get Ladybugs from any organic gardening place. They are supposed to be beneficial, but in large numbers, they eat everything, including your garden. (And don't get me started about the time they colonized my great room ceiling.)

No walk again tonight.....we're having torrential thunder showers. Maybe with all this rain, evil lady won't feel the need to water her garden for a few days and we can walk unaccosted.

Still haven't heard from the city councillour. I think he's either on summer recess or ducking the issue....hmmmm.....both are probably true!
 
Do not go back

For your own piece of mind and your fur babies health do not go back and talk to her. I know it is frustrating but it could get worse. I doubt if she would apologize. It would be funny to put a stuffed dog toy in her garden plot. That might really traumatized her though so just let it go.

Oh, too funny! I actually have a few surplus stuffed dogs...partially chewed. Let me see, a german shepherd, a floppy eared thing or an actual Sheltie stuffie?

Sigh, I've avoided this area ever since but it just seems wrong that she can take control like that again. Perhaps I'll try again in a day or so. I'm hoping that if she realizes that my dogs aren't going to attack her or her garden plot, she will eventually get used to us walking by.

Or every time you walk by you could open an umbrella. Maybe she would realize how stupid she is.

I'd probably walk them by her plot, with leads on for a bit, while she gets used to them. Maybe after awhile she won't feel threatened by them. I would want to warn her about how turning a hose on certain dogs/owners could be a HUGE mistake, but I guess it'd be more about her reception at that point. If she ignored me, I'd just wish her luck. If she listened, I'd probably find out what is going on.

A side note. My friend is majorly afraid of dogs. She was attacked when she was a kid and never got over it. She, to this day, still doesn't care for Miko. And as you all may know, he has the gentlest soul I know. But fear is never rational. I wonder if this woman has a fear of dogs, or that way too many dogs attacked her garden.

She is going to wind up doing that to the wrong dog. Now, mine are friendly, but you spray one of my girls with a hose, and she looks really ugly (and the wrong person would think she would attack). They like to ATTACK the hose.
It's something she shouldn't be doing so long as your dogs are allowed to walk where they are, and they haven't crossed onto her plot of land. Until your dogs have entered her land, she has no right to spray your dogs.
On a side note, if the law says they need to be on leash, I would follow it. Nobody knows if dogs are well behaved or not, and there are plenty of rowdy ones allowed off leash. Even if yours are well behaved, how would you get ahold of them if something were to happen? Not even specifically started by your dogs, but maybe something chasing them.

I still haven't heard back from my city councillour as to whether or not dogs are allowed off leash or not.

I'm hesitant to press the point obviously because it could permanently shut the area down leash free, but I'm quite sure that she has no right to attack me regardless.

I think k9's advice is good. Walk them by her plot on leash until she gets used to them. Once she realizes that they are not threat, she may chill out and let us go by off leash without being sprayed. Could be that she's been traumatized by dogs, so I need to be emphathic to her stress.
